Jane Cynthia Graham, Esq. is a Florida Bar Board Certified Attorney in City, County, and Local Government Law with a Master of Law in environmental law, with sixteen years of experience dealing with local governments throughout Florida. Her varied experiences as a lobbyist, in-house local government attorney, and private firm litigator have allowed her to understand the competing perspectives in land use, code enforcement, ethics, and local government. She draws on this knowledge to help her clients achieve results.
Ms. Graham founded Sunshine City Law five years ago, and she has been thrilled to grow her practice into a well-respected resource for land use and local government law throughout Florida. She represents clients in front of local governments, circuit court, and on appeal. She is dedicated to using her knowledge of local government, environmental law, constitutional law and property rights to make this area of law more accessible and understandable.
Ms. Graham’s first question in an initial consultation is “How do you define success?” She believes that the best solutions are driven by listening to the clients’ needs and specific facts. Many of her clients are the underdogs who feel that the odds are stacked against them —neighborhood groups, non-profits, small businesses, individuals, and students— many of whom have never hired a lawyer before and didn’t think about it until they urgently needed help.
She has successfully represented clients throughout Florida fighting off incompatible developments, defending against code violations and other agency enforcement actions, and helping small businesses achieve their goals through licensing, land use approvals, variances, and permitting.
Jane has published several articles on environmental and land use law in journals and has presented at various conferences. When not working, Ms. Graham enjoys exploring Tampa Bay’s parks, beaches, museums, and restaurants with her husband and son.
