Mr. Reese is a Partner at Moore Bowman & Reese in South Tampa, where he focuses exclusively on protecting the rights of private property owners throughout Florida.

He defends land and business owners in eminent domain (condemnation) actions, ensuring that any government taking of private property—and the required compensation—meets constitutional and statutory standards. He also prosecutes “inverse condemnation” claims, alleging physical or regulatory property takings by the government, as well as “Bert Harris” claims under Chapter 70, Florida Statutes, for owners impacted by restrictive government land-use regulations.

Mr. Reese regularly advises clients on land-use and permit approvals, guiding them through the constitutional standards for land dedications and other property exactions often demanded by the government. He also litigates land-use, zoning, and permitting disputes when development proposals are denied or constrained by local authorities.

An experienced litigator and appellate attorney, Mr. Reese has represented clients in numerous Florida circuit courts and nearly all of the state’s appellate courts, including the Florida Supreme Court. He has also handled federal cases in Florida’s district courts and the Eleventh Circuit Court of Appeals.

He currently serves as Acting Chair of the Hillsborough County Bar Association’s Eminent Domain Section and Vice Chair of the Florida Bar Association’s Eminent Domain Committee. A recognized thought leader, he has written and lectured extensively on eminent domain and private property rights and is the co-author of the “Inverse Condemnation” chapter in the Florida Bar’s Eminent Domain Procedure & Practice treatise.

Outside of work, Mr. Reese enjoys golf, traveling, skiing, and scuba diving. His career goal is to argue a takings case before the United States Supreme Court.
