Mr. Reese is a Partner in Moore Bowman & Reese’s Tampa Office. His practice is dedicated exclusively to protecting the rights of private property-owners throughout Florida. 

Mr. Reese defends land and business-owners in eminent domain (“direct condemnation”) actions, ensuring that a government taking of property, and the compensation required, meets constitutional and statutory standards. He also handles “inverse condemnation” claims alleging physical or regulatory takings of property by government, and “Bert Harris” claims under Ch. 70, Florida Statutes, for owners whose properties are inordinately burdened by government land-use action. 

Mr. Reese also advises clients seeking development approvals on the constitutional standards for land dedications and other property and monetary exactions frequently demanded by government as a condition of approval, and routinely litigates land-use, zoning, and permitting disputes where an owner’s development project has been denied or constrained by local government.

Experienced in both civil trial and appellate practice, Mr. Reese has litigated cases in circuit courts throughout the State, and in nearly all State appellate courts, including the Florida Supreme Court. He has also represented clients in Florida’s federal district courts, the Eleventh Circuit Court of Appeals, and before administrative and local tribunals.

Mr. Reese is an acting Chair of the Hillsborough County Bar Association’s Environmental, Land-Use and Eminent Domain Section, and Vice Chair of the Florida Bar Association’s Eminent Domain Committee. He has written and lectured on topics related to eminent domain and property rights and is an author of the Inverse Condemnation chapter in the Florida Bar’s Eminent Domain Procedure & Practice treatise.

In his spare time, Mr. Reese enjoys golf, skiing, scuba diving, and traveling, and spending time with his fiancée, Alexandra, and their three dogs, Sophie, Chloe, and Archie.
